Making Analytics Accessible Where Specialist Capacity Is Limited

Most health analytics tools assume a data scientist will interpret the output. In many African health institutions, the user is a programme manager or a clinician. The tool needs to work for them.

A prediction model that requires a statistician to interpret is a prediction model that will not be used in most of the settings where it could do the most good.

The interpretation gap

Many health analytics tools produce output that looks like this: a probability score, a confidence interval, maybe a feature importance plot. For a data scientist, this is sufficient. For a programme manager deciding how to allocate resources across districts, it is not.

The programme manager needs to know what to do with the number. Is 45% high or low? What drives it? Should they worry about it or is it within normal range? If the tool does not answer those questions, the manager will ignore it and go back to the spreadsheet they already understand.

The interpretation gap is not a knowledge deficit. Programme managers are experts in their domain. They understand their disease area, their operational constraints, and their patient population. What they lack is the translation layer between statistical output and operational decision-making. A well-designed tool provides that translation layer; a poorly designed tool expects the user to provide it themselves.

We encountered this directly when testing a prototype population dashboard with district health managers in a pilot project. The dashboard showed age-standardised incidence rates with 95% confidence intervals. The feedback was consistent: 'I can see the number, but I do not know what to do with it.' When we replaced the confidence interval with a traffic-light system (green for stable, amber for uncertain, red for investigate) and added a one-sentence recommendation beneath each indicator, the same managers described the tool as 'immediately useful.' The analytical content was identical. The presentation was different.

How we design for non-specialist users

Our demos translate model output into three things: a named risk band (not just a number), a list of the factors driving the score (not just a feature importance chart), and an interpretation sentence that explains what the probability means in plain terms.

The diabetes demo does not just say '45.52%.' It says: 'The probability of having Type II diabetic is 45.52%. In other words, 45.52 out of 100 people with the same risk factors as your patient will have Type II diabetic.' That sentence is written for a clinician talking to a patient, not for a statistician reading a paper.

The key drivers display shows which variables are pushing the risk score up and which are pulling it down, and by how much. A clinician can see at a glance that the patient's high BMI is the largest contributor to their risk, while their younger age is a protective factor. This is more actionable than a bar chart of feature importances because it connects directly to modifiable and non-modifiable risk factors that the clinician can discuss with the patient.

The risk band classification (Minimal, Moderate, High) maps the continuous probability to categories that correspond to clinical action thresholds. A Minimal risk patient may need routine monitoring. A Moderate risk patient may benefit from lifestyle intervention. A High risk patient may warrant pharmacological intervention or specialist referral. These categories are defined in consultation with clinical experts, not derived from arbitrary percentile cuts.

Design principles for low-specialist settings

Designing for non-specialist users requires specific principles that go beyond standard UX practices. First, every number must have context. A probability without a reference range is meaningless to a non-statistician. Second, every output must be linked to a potential action. If the tool cannot suggest what to do with the information, it is producing data, not intelligence.

Third, the tool must work on the devices people actually use. In many district health offices, the primary device is a mid-range Android phone, not a desktop computer. The interface must be responsive, fast on slow connections, and usable on a small screen. Our workbench tools are built as web applications that work on any device with a browser, and they are optimised for mobile viewports because that is what most of our target users will use.

Fourth, error handling must be informative, not technical. When a user enters an invalid value, the message should say 'BMI must be between 15 and 50 for this calculator' rather than 'Validation error: value out of range.' When the tool encounters a problem, it should explain what happened in plain language, not display a stack trace or an error code.

Accessibility is not dumbing down

Making output understandable to non-specialists does not mean removing rigour. The model is the same. The coefficients are the same. The math is the same. What changes is the presentation layer, the part that sits between the model and the person who needs to act on it.

That presentation layer is not decoration. It is the difference between a tool that gets used and a tool that gets bookmarked and forgotten.

We have seen this repeatedly. The same model, deployed with and without the interpretation layer, shows dramatically different adoption rates. In one comparison, a risk calculator that displayed only the probability score and a calibration plot was used an average of twice per clinic per month. The same model, redesigned with risk bands, key drivers, interpretation text, and patient-friendly language, was used an average of 15 times per clinic per month. The analytical engine was identical. The difference was entirely in the presentation.
